Combined Community Action, Inc. is currently applying for a grant through Texas Department of Housing and Community Affairs to assist low-income individuals in becoming self-sufficient. The program will be called "ECHO", Empowering Client to Help Oneself.

ECHO will be a 12 month program designed to assist individuals in obtaining education that will enable them to become employed and return to their communities as empowered citizens.  The program plans to target Educational, Housing, Community Involvement, and Job Training needs.  Scholarships or stipends will vary with each client and may include but are not limited to child care, rent subsidy, utility assistance, books or training materials, uniforms, gas, car repair, tires and tuition subsidy.  Preference will be given to students needing only one year to complete their course of study.  Each client will be required to meet with the ECHO case manager on a monthly basis to work on goal planning and will be required to maintain a 3.0 grade point average.

Also required will be attendance at a 12-week training course training course entitled Step Up To Leadership.  This program designed for Community Action Agencies and their clients has as its main purpose the development of grassroots leadership skills and the encouragement of active involvement in the community.  The goal of the program is to empower the clients of Community Action to take on more leadership roles within their communities.  Attendance will be mandatory and two 12-week sessions will be offered.  Childcare stipends and mileage to attend will be provided to the ECHO participants.
